They include not only those most recently in the news — Hamas and Hezbollah — but also the Baader-Meinhof Gang (Germany), the Japanese Red Army, the Weathermen (U.S.), the Red Brigades (Italy), Black September (Arab), Timothy McVeigh and others. What they all have in common is a willingness to extinguish human life to achieve some purported political objective. Typically, terrorists don’t much care if they happen to kill babies and toddlers. For example, Timothy McVeigh described the death of infants and children in a child care center in the Oklahoma City federal building that he destroyed as “collateral damage.”
